11     Deprivation payments

A doctor providing general medical services to a patient residing in an area identified as deprived, will be eligible to receive a deprivation payment for that patient. Deprived areas are determined by the Secretary of State following consultation with the profession, and are based on the Jarman Index. From April 1999 a new deprivation payments scheme has been implemented. Under the new scheme there are four levels of payments which are calculated at enumeration district (ED) level and based on the Jarman index of deprivation UPA(8). The previous ward based scheme and the new enumeration district based scheme will run in parallel until 2003. Payments under the former scheme will decrease by successive reductions in fee levels as payments under the new scheme increase. Throughout this period it will be possible for the same patient to attract a deprivation payment under both the old and new schemes.

  The health authority will pay the appropriate fee on the first day of each quarter for each patient who attracts a deprivation payment. There are different levels of payment, according to the extent of deprivation in the area where the patient lives.
